“Finding them is not enough. They need a pathway home.”

From Oleshky Children’s Boarding School, 84 residents were removed by Russian-installed authorities in three organised transfers between 21 October and 11 November 2022. In the years since, 13 have returned home and 2 have died, leaving 69 within the Foundation’s tracing caseload. Of those, 46 have been identified or assessed as located; 23 remain unresolved. We have prepared 7 complete humanitarian case files with relatives.

69 of the 84 who were taken are still not home.

That remains this report’s central finding: locating someone is not the same as bringing them home. Families need a reliable, comprehensive and verifiable humanitarian return mechanism — not another promise, list or announcement.
